Unable to get any 32t WUs

I have <app_version> <app_name>yafu-32t</app_name> <plan_class>32t</plan_class> <avg_ncpus>32</avg_ncpus> <cmdline>--nthreads 7</cmdline> </app_version> in app_config.xml. <app_version> <app_name>yafu-16t</app_name> <plan_class>16t</plan_class> <avg_ncpus>16</avg_ncpus> <cmdline>--nthreads 7</cmdline> </app_version> worked perfectly well for 16t WUs.
